There's a lot of different Linux distros, you should try a few of them and decide which one you like. Since you mentioned in your previous question that you only have 128MB of RAM, I suggest you go with either Damn Small Linux or Puppy Linux:

One of my computers takes about 10-15 minutes to boot, and even longer to open programs. Is it possible to just download and install something like Linux Mint without having to make a disc or do I need to burn a disc first?

No, you need to move the iso file to some form of removable and bootable media: CD, DVD, or USB.
